A Texas elementary school teacher has been arrested and charged with sexually abusing a second grade student during the 2020-2021 school year.
Victor Hugo Moreno, 28, was the 7-year-old girl’s teacher at Townsell Elementary School, the Irving Police Department said.

Moreno was arrested on July 21, police said, and was quickly released on $15,000 bail.
Police said they only learned of the abuse last spring. He was reported to authorities after an adult overheard a student talking about the abuse.
“The student made reference to the fact that Moreno was no longer employed because he had done something to an individual,” department spokesman Robert Reeves said, according to KTVT. “This student didn’t know he was fired because he didn’t get his certification. The adult then contacted Irving’s PD and that’s when we began our investigation.
Moreno resigned from the Irving Independent School District at the end of the 2021 school year when he failed to meet certification requirements, police said, and later taught at the Plano Independent School District until that he be fired for a nameless violation of the code of conduct.
Irving police said they believe there were more victims.
“Nothing leads us to believe this is an isolated incident,” Reeves said.
