Plum Police have charged Omarr Moses, 32, with access device theft and fraud, after investigators said the Center Elementary School PTO treasurer stole thousands of dollars from the organization. According to court documents, Moses had access to an ATM card and had the statements sent to him, rather than to the PTO, when police said he began withdrawing hundreds of dollars at a time from the S&T Bank ATM along Saltsburg Road. Police said cameras outside the ATM captured Moses making the illegal withdrawals. Police said that on one occasion, Moïse could be seen withdrawing $800 every minute for five minutes, before walking away with $4,000 in cash. Investigators say cameras show Moses in the driver’s seat of his blue Subaru with a clown nose on the grill, along with a child and a woman believed to be Moses’ wife, Amber Garcia-Moses, during some withdrawals. Police say Amber Garcia-Moses is the vice president of the same PTO. “He was the treasurer. Just because there’s a video of him receiving money doesn’t mean it wasn’t misinterpreted,” Garcia-Moses told Action News 4 of Pittsburgh. “It’s ridiculous, when he’s the only black man in the organization,” Garcia-Moses said. and house parties. “It’s ridiculous, when he’s the only black man in the organization,” Garcia-Moses said.

According to the Center Elementary PTO social media account, the money raised during this school was to help pay for the school carnival, school supplies, field trips and class parties.

Neither the Plum Borough School District nor the Elementary Center PTO has commented on the matter.

Omarr Moses faces a judge in Plum in July.
